Ann has over twenty five years of health care policy and operational experience as an attorney, healthcare consultant, State Medicaid official, state legislator, and member of the executive team for a Medicaid managed care plan. Ann.s expertise lies in working with government programs, Medicaid and Medicare health plans, nonprofit hospitals, academic medical centers and other safety net institutions to improve access to care.

Ann has over ten years of experience as a state official with state health care programs.  Ann was a Senior Medicaid Policy Advisor with the Texas Health and Human Services Commission, State Medicaid Office.  Prior to her work with HHSC, Ann was an Assistant Attorney General with the Charitable Trust Section of the Texas Attorney General.s Office.  Ann also served the State as a caseworker for special needs children at the Texas Commission for the Blind.

Sandy Coe Simmons has been the Director of Research & Evaluation for the ICC since September 2001. Prior to that, Sandy spent two years as a Business Analyst with Affiliated Computer Services (ACS) Corporation, one of the private contractors for the state Medicaid program. In addition, Sandy was a Program Director at the Texas Department of Health in the state Primary Health Care Program for eight years, working with local health departments, hospitals, federally qualified health centers and other private entities throughout the state of Texas. Sandy received her Masters of Arts from the University of Texas at Austin and her Bachelor of Arts from the University of Illinois at Urbana-Champaign.

Carole Tamayo has been with the ICC since December 2000 responsible for the Clinical Data Repository (CDR) and Data Interfaces. She has twenty-five years of experience implementing and supporting various healthcare business and clinical applications including hospital, practice management, and managed care. With previous work background ranging from Programmer Analyst to Chief Information officer, Carole performs strategic planning, system evaluation, contract management, system implementation, application management, and interface development for the in-house managed applications. Carole also acts as a technical consultant for ICC outsourced applications and ICC Information Technology needs.

Carole holds a BS in Nursing from the University of Texas at Austin and a MS in Health Administration from Southwest Texas State University.

Before joining the ICC, Ed consulted on information systems that impact the delivery of healthcare and social services for organizations in Austin and New Orleans. He has served as an Associate Director at Louisiana Public Health Institute, responsible for information systems policy for the New Orleans Regional Health Information Organization and project management of EMR deployment in safety net clinics in Metro New Orleans. He was a co-founder of the Urban Conservancy, a New Orleans based non-profit focused on civic engagement and sustainable economics. He has also worked in operations and business development for technology companies including NTT Communications.

Edward studied Religion and Classical Languages at the University of New Mexico and has studied at the Universities of New Orleans and Havana. He is a fellow of The Institute of Politics at Loyola University New Orleans and holds an MBA in Entrepreneurship from the Action School of Business.

Rese Finnegan joined the ICC team in July 2007 as the Office Manager. Rese holds a bachelor’s degree in International Business from American University, Washington, D.C., and has several years of experience in business development and administration. Prior to joining the ICC, Rese was employed by Countrywide and Qwest but enjoys working for smaller innovative companies. She is interested in working for socially responsible organizations like the ICC that promote sustainable and healthy communities.

Dan Brown has been the Patient Assistance Program Coordinator for the ICC since June of 2004. Dan facilitates ICC members' efforts to obtain free or low-cost medications for their patients, and is involved with the development and application of the "Medicaider" eligibility screening tool.

Dan holds degrees in Psychology and Health Care Administration, and has spent many years working in the Mental Health/Mental Retardation field and in Medicaid administration. Dan also draws upon his experience in adult education and training as well as many aspects of continuous quality improvement, including facilitation, process improvement, and quality assurance.

Lavinia Baker joined the ICC staff in May 2005 as the Interface Analyst. Prior to this, Lavinia was self-employed for seven years as a database developer and consultant for small non-profits and businesses in the Austin area and developed over 40 databases during this period. With experience ranging from the medical clinic at El Buen Samaritano Episcopal Mission in Austin to the Ford Foundation in New York City, Lavinia has worked with or for non-profit organizations in administrative and technical capacities for over 20 years.

Cindy Batcher has been with the ICC since February 2006. As the Director of Care Coordination she is responsible for the clinical development and member implementation of the PECSYS system. Cindy has thirty years of professional experience in nursing and health care administration, working in a variety of capacities and settings which include acute care, home health, managed care and case management.

Cindy and her family moved to Austin in 2004 from the Baltimore area and truly enjoy the ambiance of Austin.

Betty Wilkins has been with the ICC since June 1, 2007, as the Coordinator for the Master Patient Index/Clinical Data Repository. Prior to coming to the ICC, Betty was employed as a Medical Coder for a hospital in Maine. In addition to her skills as a knowledgeable Medical Coder and Registered Health Information Technician, Betty is a former Human Anatomy and Physiology Instructor with over sixteen years of experience in all aspects of education. Betty received her BS in Biology and Secondary Education degrees from the University of Maine, and her AAS in Health Information Technology from Kennebec Valley Community College in Fairfield, ME.

Patricia Davis joined the ICC team as the Production Analyst in March of 2006.  An experienced healthcare professional, Patricia is a Registered Nurse who has more than ten years experience in the Information Technology field working as an application specialist, programmer analyst, IT trainer and training coordinator, implementation consultant, and director of Information Technology solutions. Patricia is responsible for the maintenance and daily operations of the Clinical Data Repository (CDR) and will be working closely with the ICC technical team and our members to ensure the smooth and continued flow of data.
